BREC/BCC - Environment Issues February 2004
Nature Conservation
- BCC Vegetation map - this was due in 2000 and still has not been finished and linked to the interim Vegetation Local Law We want the map and any associated reports released. Furthermore we want access to VPO updates done since 1996.
- We require a proper and public ecological protection and corridor plan prepared for Rochedale to protect exiting bushland, waterways corridors and address the rehabilitation/replanting of rural lands.
- Release of Brisbane City Environmental Corridor study.
- BCC Fauna Information System - We desire that BCC invest in an ongoing fauna-monitoring program on a citywide basis. FFIS
- Release of BCC fauna studies done over the last 10 years.
- We want an update report on minor Naturesearch (Moggill) and Invertebrate Programs (Qld Museum).
- Council should begin incorporating the SEQRNCS into the planning scheme and IDAS processes and operational works -CNCCS Study
- Loan more money to buyback bushland areas $39 M still unspent?
- Reacquire/redesignate land for re-expansion of Parkinson-Greenbank Corridor. Release Landbridge Study April 2004 Karawatha to Greenbank.
- New or expanded conservation assets in every local ward particularly smaller local remnants to mitigate the impact of accelerating "in-fill" Densification and Treeless Tuscany
- Do an urgent follow-up study of the impacts on non target species of airborne fire-ant control in nature conservation areas including traditional owner involvement
- Expand Habitat Brisbane program esp. traditional owner involvement
- Increased protection for Moreton Island from both offshore and onshore developments. Greater traditional owner involvement in management of the Island
- The release of and public comment on BCC Fire Plans.
- A ecological review of the Greenways Plan This overrides Greenspace Strategy, Open Space Strategy 1996 and primacy of BCC principles of Core Area Management Plans
- Release of the Wakerley Gumdale Creek and Koala Surveys from LAP supporting documents.
- Better Park/nature conservation provision in Wakerley, Boondal, Fitzgibbon, Mogill, Parkinson/Larapinta, Wacol and Rochedale greenbelt areas
- Oppose development/clearing in squirrel glider habitat areas eg Fitzgibbon, Minnippi
- Traffic
- BCC Traffic plan - BREC policy is to reduce use of private motor vehicles. We have grave concerns about the nature conservation and air quality impacts of the Transport plan
- We oppose any green bridge capable of conventional vehicle traffic.
- Support the closure of Paradise Rd from the 800metres south of the motorway to Johnston Rd and traditional owner cultural heritage surveys and its removal from infrastructure planning
- Release of Johnson Road Study
- Urgent citywide fauna crossing assessment to develop priority list of fauna crossing works And Fauna proof fencing.
- Transport Plan 2003 & Action Plan
We oppose 4 LANE UPGRADES on environmentally sensitive areas are fatal for local fauna

Airport
- We are concerned about lack of environmental and town planning regulation and works supervision on airport lands /wetlands
Air Quality
- Support the use of more hybrid vehicles
- Regional Air Quality we desire the finalisation and release of Regional Air Quality Model. Further studies by Simpson on health, an assessment of total cumulative airshed loading using NPI and other sources. A commitment to reduction to total quantity of air pollutants released.
Water Quality
- Comprehensive Ecohydrological recovery plan for the city with 30 year rolling plan
- Industrial Developments on Floodplains esp. "master butchers" site should be rolled back
- Detailed study of impacts of saltwater intrusion in the Brisbane river and tributaries
- A commitment to reduce the impacts of saltwater intrusion and the investigation of appropriate engineering works such as barrages. The investigation would include an Indigenous Cultural Heritage survey and assessment of cultural heritage impacts of saltwater intrusions.
- Investigation in ways to protect water supply catchment from degradation, tree clearing and urban/industrial development.
- Support the expansion of the rain water tank program
- Support Brisbane water prioritising reducing losses in the distribution system
- Support more WSUD, SQIDs and new reconstructed wetland areas
- Full investigation of non bacterial pathogens and pharmacuetical byproducts in sewage wastewater
Waste Management
- Proper consideration of industrial waste management in the gateway ports area including planning controls on the types of industry.
- Better recycling including waste separation
- Support better waste EPP implementation include waste avoidance and reduction
- Support lobbying for container "deposit" legislation
- Better regulation and tracking of biosolids
Greenhouse/Climate Change
- A plan to achieve 70% reduction of 1990 levels greenhouse gas emissions
- Mapping and planning controls on lands "at risk" of climate change
Housing
- Expanded protection of Heritage/Character housing
- Investigate financial measures to assist with urban retrofitting eg ANA Ecofund etc
Energy
- We support the promotion of alternative energy projects involving solar, small scale wind power or wave power
- We support programs for energy conservation and energy reduction programs and believe State and local governments can do more
Cultural Heritage
- We support the better engagement of BCC with Ngugi, Koenpal, Jinabura, Yuggera and Mulunjarlie and other surrounding first nations.
- We support a comprehensive BCC cultural heritage study including assessment of Traditional Nature Conservation values of bushland/waterway reserves in line with new cultural heritage act. These studies should be done in conjunction with appropriately authorised traditional knowledge holders.
General
- State of Environment Report needs new and old indicators

Appendix Two BREC Summary Of Previous Environmental Issues in Brisbane City prior to year 2000 local elections.
Some GENERAL Issues as at February 2000.
1. Support for Community
Support for community effort in catchment management should looked at a long term investment with an aim to share funding viz Federal/State/Local/Community (20%,30%,30%,20%)
Environment reporting: Web and e-mail based reporting of incidents, training of community reporters, BIMAP access
2. Planning issues
Bushland: Natural Area Planning opaque and deficient versus Whites Hill/Boggy ck Models. What happened to high resolution mapping and integration with BIMAP/FFIS/EMIS ?
Wetlands Is BCC still concerned that "piddly wetlands" might be holding up developments?, what happened to high resolution mapping ?
Catchment Planning. Still no acknowledgment of these processes in City Plan DEO and policies. The operational structure with NE and Waterways with city wide coordinating committee is ok. Also good is that this committee is allowed to put forward prioritised budget bids to implement their CMPs. BCC should seriously consider a "source water" protection scheme to prevent water quality problems in drinking water supplies.
Transport/Industry An oversupply of inappropriately zoned industrial lands is having a big impact on traffic planning, such as the proposals to upgrade Johnson Rd and the Port Rd. We need better strategic impact assessment of consequential impacts of industry planning. For example to TOR for the Port extensions exclude consideration of consequential infrastructure or subsequent use, who will do these assessments.

- policy re use of benches and swales on development sites instead of sediment fences (need to check effectiveness of fences)
- provide digital cameras on loan to community observers to e-mail pictures of possible offences to DRS.
- Airport.
Obtain corporate commitment from Brisbane Airport Board to:
- Monitor and improve runoff controls eg. hydrocarbons from tarmac area to Boggy Creek, Kedron Brook and the Bay
- Other issues - Impacts on Bay, Noise Pollution and freight routes, Archerfield?
- Strategic planning for rail, gas and road corridors
- Impacts of Port rail line and other Trade Coast feeder routes
- Commitment to regional landscape planning
- Corporate reporting using triple bottom line (financial, social and environmental)
- BCE, Brisbane water, OED
- Competition policy eg Community Service Obligations, public transparency
